Who Is Responsible?

Under the Work Health and Safety Act 2011 (NSW), multiple duty holders share responsibility for ensuring safe work at height.

Building Owners & Managers

  • Provide and maintain safe systems of work for anyone accessing the roof
  • Ensure height safety systems are inspected and certified annually
  • Maintain records of all inspections, certifications, and maintenance
  • Provide adequate training and induction for workers using height safety equipment
  • Ensure only competent persons work at height on the property

Builders & Developers

  • Address height safety in the Safety in Design process during construction
  • Install compliant height safety systems before practical completion
  • Provide as-built documentation and certification to the building owner
  • Ensure all workers have appropriate training and PPE during construction
  • Comply with SafeWork NSW construction WHS requirements

Workers & Contractors

  • Complete appropriate Working at Heights training before accessing roofs
  • Inspect personal fall protection equipment before each use
  • Use height safety systems correctly as per training and manufacturer instructions
  • Report any defects or concerns about height safety equipment immediately
  • Follow site-specific height safety plans and induction requirements
